The present method is to draw an largely arbitrary, but pretentiously quantified "Poverty Line", and extend the benefits to only those who are "below" it. But govt., constantly revise it so that less and less numbers are in the category of "B(elow)P(overty)L(ine)". The policy, according to the dictats of the World Bank and International Monopoly Capitalism, is to reduce the subsidies involved in such concessions, so that the poor are sacrificed to maximize the profits of the rich.
